سوال: با توجه به اهمیت نفت ایران در جهان تحریم و فقدان آن چه تاثیری بر روی خود كشورهای تحریم كننده خواهد داشت؟

جواب: در مورد اهمیت نفت كشورمان باید گفت كه ما دارنده بزرگترین ذخایر سوختی دنیا هستیم. ما در ذخایر نفتی بعد از عربستان سعودی در جایگاه دوم و در زخایر گازی نیز دومین كشور دنیا بعد از روسیه هستیم. باید گفت ما از نظر ذخایری كه خداوند در اختیارمان گذاشته است جزو كشورهای نمونه در دنیا هستیم. طبیعتا از سال 1973 تاكنون و پس از ایجاد بحران های نفتی، بحث انرژی در دنیا اهمیت پیدا كرده است. نكته بسیار مهم این است كه هم اكنون انرژی یك عامل بسیار مهم در تولید است. یعنی اگر پیش از این سرمایه و نیروی انسانی جزو عوامل تولید محسوب می شدند هم اكنون بیشتر اقتصاددانان دنیا انرژی را هم جزو عوامل مهم تولید بر می شمارند. قاعدتا بدون انرژی هیچ گونه حركتی امكان پذیر نیست. عمدتا چون نفت و گاز بزرگترین منابع انرژی در دنیا محسوب می شوند، حتی با وجود آنكه این ذخایر رو به پایان هستند و پیش بینی می شود تا 40 و یا 60 سال آینده به اتمام برسند، همچنان جزو سوخت های غالب محسوب می شوند. دلیل این مطلب هم آن است كه سوخت های جایگزین دیگر و انرژی های نو هنوز توانایی رقابت اقتصادی با نفت و گاز را بدست نیاورده اند. بنابر این نفت و گاز حرف اول را در دنیا می زنند. ایران هم به عنوان یكی از مهمترین كشورهایی كه دارای ذخایر نفت و گاز است و از تولیدكنندگان بزرگ اوپك محسوب می شود. ازسوی دیگر به دلیل اینكه نفت ایران نفتی با ویژگی ها و خواص فیزیكی مناسب محسوب می شود و در اكثر نقاط دنیا مورد استفاده قرار می گیرد، تقریبا می توان گفت اقتصاد دنیا وابسته به نفت ایران است. به نظر من تحریم نفت ایران ازسوی آمریكا و كشورهای اروپایی نه تنها نمی تواند ضربه ای به اقتصاد ایران بزند بلكه تحریم خود این كشورهاست. از آنجاكه صادرات كشور ما به اروپا سهمی اندك حدود 18 درصد از صادرات نفت ایران به جهان را به خود اختصاص می دهد، این تحریم ها تنها تحریم خود اروپا محسوب می شود و نمی تواند ضربه ای به ایران بزند.

جواب: تحلیلگران غربی همواره به كشور ما با دید مغرضانه می نگرند و تحلیل هایشان خصمانه و از روی بغض است. آنها به هیچ عنوان تحلیل های درستی ارایه نمی دهند. با اطمینان می توان گفت مهمترین گروهی كه از تحریم های نفت ایران هراس دارند خود كشورهای اروپایی هستند. در اروپا كشورهایی هستند كه پالایشگاه های آنها اصولا براساس خاصیت و ویژگی های نفت ایران طراحی شده است. اگر نفت ایران به آن كشورها ارسال نشود تمام آن تشكیلات و پالایشگاه ها خواهد خوابید. این یك بحث بسیار مهم و فنی است. حتی اگر بخواهند تغییری در این پالایشگاه ها انجام دهند، باید هزینه های سنگینی را متحمل شوند و بعضا برایشان غیرممكن است. بنابر این اینگونه تحلیل ها بیشتر كینه توزانه صورت می گیرد.

سوال: آیا تحریم نفت ایران و عدم صدور نفت ایران به اروپا به پایین آمدن صادرات نفت كشورمان می انجامد؟

جواب: خیر، هرگز چنین اتفاقی نخواهد افتاد. به گفته مدیر عامل شركت نفت ایران آقای احمد قلعه بانی در اوایل اسفند ماه صادرات نفت ایران به برخی كشورهای اروپایی چون انگلیس و فرانسه عملا قطع شده است. بی تردید ایران نیازی به صدور نفت به این كشورها ندارد. به نظر من صادرات نفت ایران در سال های آتی حتی با وجود تحریم ها افزایش چشمگیری خواهد داشت و بدین ترتیب كنترل قیمت نفت در بازارها بیش از پیش در دست ایران خواهد افتاد.

سوال: آیا عربستان سعودی می تواند با بهره گیری از جای خالی ایران در صادرات نفت جایگزین مناسبی برای كشورهای اروپایی محسوب شود یا خیر؟

جواب: به نظر من جایگزینی معنا ندارد. عربستان صادرات خود و مشتریان خود را دارد، ایران نیز مشتری های خود را خواهد داشت. البته نكته حایز اهمیت در این رابطه آن است كه كشورهای اروپایی كه زیرساخت هایشان را بر اساس نفت ایران تنظیم كرده اند، قطعا دچار مشكل خواهند شد و نخواهند توانست جایگزین مناسبی برای نفت ایران كه هماهنگ با زیر ساخت هایشان باشد بیابند. از آنجایی كه كیفیت نفت كشورها با هم متفاوت است و نفت خام نیز قابل استفاده نیست و این نفت باید برای تولید فرآورده های نفتی به پالایشگاه منتقل شود، وقتی طراحی اساسی پالایشگاه های كشورهای اروپایی یعنی همان زیر ساخت هایشان بر اساس كیفیت و مشخصات نفت ایران است، آن كشورها دچار مشكل خواهند شد. این زیرساخت ها در مواجه با نفت كشور دیگر با كیفیت متفاوت قطعا دچار آسیب ها و مشكلات فنی متفاوت خواهند شد. بر این اساس، نفت عربستان و یا هر كشور دیگری به هیچ وجه نمی تواند جایگزین مناسبی برای كشورهای اروپایی محسوب شود. رقابت با ذخایر ارزشمند و مرغوب ایران امكان پذیر نیست.

سوال: نظر شما در خصوص تصمیم ایران برای تحریم كشورهای اروپایی چیست؟

جواب: شخصا معتقدم كه ما باید از همین الان همان كشورهایی را كه بر علیه كشور ما با اهداف شوم اقدام به تحریم كرده اند تحریم و آرام آرام صادراتمان را به رویشان قطع كنیم. تحریم باید پیشاپیش از سوی ایران صورت پذیرد و ایران باید دست بالا را در تحریم ها پیش گیرد.
